There appears to be a typo in the rules. After the end date is stated as May 5, 2009, it then says that all entries must be received by May 5, 2000. As the sweepstakes began in 2009, I believe that the 2000 date is an error.
To enter, submit an essay of 250 words or less describing why you deserve to be the 2009 MTV Movie Awards Insider. Entries will be judged on the basis of originality (30%), creativity (30%), and persuasiveness (40%).
